While paying MIS Director from his payroll sheet without the
necessary information on the payroll.
It is illegal to transfer money between Departments without the
approval of City Government.

And with Matt Laidlaw as "Director of Communications" in the
Mayor's Office while being paid out of the ECTV Budget at a nice
salary of $66,083.16.
