Paying MIS Director from his payroll?

details on another illegal move by Mayor DeMaria.
Notice that on the ECTV payroll sheet below there
are account numbers to charge their payroll to, and
on the Mayor's Office he is not including the MIS
Department salary account number so the funds
must be taken from his budget.
If a transfer is being made from one department to
another this is illegal, if the payroll for the MIS
Director is coming out of the MIS budget and the
account number is not on the payroll sheet this is
also illegal.
